The apple does exert a gravitational force on the Earth.  By Newton’s 3$^{rd}$ law, the force on the Earth due to the apple is the same magnitude as the force on the apple due to the Earth – the weight of the apple.  The force is also independent of the state of motion of the apple.  So for both a hanging apple and a falling apple, the force on the Earth due to the apple is equal to the weight of the apple.
