When the voltmeter is connected to the circuit, it reduces the resistance of that part of the circuit.  That will make the (resistor + voltmeter) combination a smaller fraction of the total resistance of the circuit than the resistor was alone, which means that it will have a smaller fraction of the total voltage drop across it.
